Football is one of the oldest sports in the world and with that; it’s also one of the most recognized games in the world. The pinnacle of the game comes in the form the Football World Cup.
RULES OF VICHARLES FOOTBALL TOURNAMENT
- Vicharles Tournament match will consist of two 45 minutes halves with a 15-minute rest period in between.
- Each team can have a minimum off 11 players (including 1 goalkeeper who is the only player allowed to handle the ball within the 18-yard box)
- Each team can name up to 7 substitute players. Substitutions can be made at any time of the match with each team being able to make a maximum of 3 substitutions per side. In the event of all three substitutes being made and a player having to leave the field for injury the team will be forced to play without a replacement for that player.
- Each Vicharles Tournament match must include one referee and two assistant referee’s (linesmen). It’s the job of the referee to act as time keeper and make any decisions which may need to be made such as fouls, free kicks, throw ins, penalties and added on time at the end of each half. The referee may consult the assistant referees at any time in the match regarding a decision. It’s the assistant referee’s job to spot offside’s in the match, throw ins for either team and also assist the referee in all decision-making processes where appropriate.
- If the tournament match needs to head to extra time as a result of both teams being level in a match then 30 minutes will be added in the form of two 15-minute halves after the allotted 90 minutes.
- If teams are still level after extra time then a penalty shootout must take place.
- The whole ball must cross the goal line for it to constitute as a goal.
- When fouls are committed the players could receive either yellow or red card depending on the severity of the foul; this comes down to the referee’s discretion. The yellow is a warning and a red card is a dismissal of that player. Two yellow cards will equal one red. Once a player is sent off then they cannot be replaced.
- If a ball goes out of play off an opponent in either of the side lines then it is given as a throw in. If it goes out of play off an attacking player on the base line then it is a goal kick. If it comes off a defending player it is a corner kick.
POWERS OF THE REFEREES OF VICHARLES FOOTBALL TOURNAMENT
- Any acts of intentional violence may result in a team being disqualified from the tournament based on the organizer’s decision and referee’s report.
- All games are on a fixed schedule and your team is expected to be ready for your scheduled game time.
- Coaches and teams’ supporters will not question the decision of the referee. Sideline coaching / instructions by team supporters is NOT allowed. If supporters continue with bad language/sideline coaching or attempt to distract the Referee from the game, the Referee will ask the Team Manager to restrain their supporters. If this appeal is not heeded, the Referee will warn the Team Manager that this is a breach of the Tournament rules and that disciplinary action will be taken against the team after the game. This may result in players of the team losing opportunities for contract signage after the match.
- In this case, the Referee reserves the right to default the infringing team, abandon the game and submit a report to the Organizing Committee for a decision. If, for any reasons a match could not be played, the match may be rescheduled at the discretion of the organizer.
- No protest shall be entertained as the decision of the referees and the organizer is final.
THE PLAYER AND TEAM MANAGERS AGREES TO
Practice the techniques and skills taught by their coaches and attempt to apply them in matches.
- All players’ team lists must be submitted into the online system by August 12th, 2019 latest.
- All players must bring along their original valid passport or other valid identification card on all days of the tournament for verification purposes.
- All teams will be required to register as a team with all players before accreditation.
- All players will receive an ID upon registration with their original identification. The ID MUST be kept on their person throughout the competition and any events relating to the tournament. Any player without their ID and official tag will not be allowed to participate.
- Players are required to wear appropriate sportswear at all times. Any player inappropriately dressed can be disqualified from playing.
- Teams are required to have numbers on their jersey.
- Teams are to bring two (2) sets of numbered Jerseys of different color.
- The Team Managers will be responsible to monitor and ensure that any player/s under suspension are not fielded for subsequent matches, if a team is found in violation, they will lose game points.
REGISTRATION AND COMPOSITION OF TEAMS
- Each team is required to complete the appropriate registration forms and make all the required registration payments for the tournament.
- Each team is allowed to register upto 22 players. At any one time, there will be only eleven (11) players on the pitch with a maximum of five (5) as substitutes on the bench.
- Each team is allowed to register 2 coaches/managers. Team coaches must wear their Coach/Manager accreditation at all times.
- Others who have the Coach/Staff/Parent cards are also allowed to enter the playing area.
ELIGIBILITY
- Boys Age Groups – between the ages of 16-20 years of age.
- Submission of ineligible players may render the team to be disqualified from the tournament.
- All players’ team lists should be submitted into the online registration system with a player picture and players D.O.B No later than August 12, 2019.
- All team managers must sign a waiver document releasing all parties working for or organizing of the Vicharles Football Tournament of all liabilities associated with the tournament.
- Every participating team/club will be eligible to inspect any team registration list of any team in their age group before any particular match at the Registration Tent. This can only be done by the Team Manager and NOT any parents.
- To score the ball must go into your opponent’s goal. The whole ball needs to be over the line for it to be a legitimate goal. A goal can be scored with any part of the body apart from the hand or arm up to the shoulder. The goal itself consists of a frame measuring 8 feet high and 8 yards wide.
THE OFFSIDE RULE
Offside can be called when an attacking player is in front of the last defender when the pass is played through to them. The offside area is designed to discourage players from simply hanging around the opponent’s goal waiting for a pass. To be onside they must be placed behind the last defender when the ball is played to them. If the player is in front of that last defender then he is deemed to be offside and free kick to the defending team will be called.
PRELIMINARY STAGE:
- During the group stages, all matches that end in a draw will stay as such, with 1 point being awarded to each team.
- In the event of a tie at the preliminaries, we will use the following measures to determine the winner: 1) Goal Differential, 2) Goals For, 3) Head to Head, 4) Penalty Shoot-out.
GOLDEN GOAL:
If a playoff match ends in a draw, the match will be decided using the following format:
- The teams will immediately line up for a Golden Goal extra time period:
- A coin toss will determine who starts.
- 11 players on the field per team (to be determined by the coach). These players must have been on the field when the final whistle is blown.
- The first team to score a goal wins the match. No substitutions are allowed in this extra period.
DELAYS:
- Matches will continue as scheduled except in the case of severe rain. The decision to postpone a match will be at the discretion of the tournament organizers.
- If a match has less than 8 minutes remaining the score at the time will stand.
- In the event of a rain delay, a make-up match will be played in the following format: The teams will kick off as normal.
MEDICAL & LIABILITY:
- A medical team will be on site during the tournament to provide assistance to anyone that needs it. In the event that they need to be transported to the hospital it will be prioritized and is under the discretion of the medical personnel and guardian of the person if any.
- The Vicharles Foundation and Academy and it organizers will not be held liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this tournament.
OBJECT OF THE TOURNAMENT
The aim of football is to score more goals then your opponent in a 90-minute playing time frame. The match is split up into two halves of 45 minutes. After the first 45 minutes players will take a 15-minute rest period called half time. The second 45 minutes will resume and any time deemed fit to be added on by the referee (injury time) will be accordingly.
WINNING THE TOURNAMENT:
To win you have to score more goals than that of your opponents.
